He should be located at 12950, 11635 just southwest of the portal in Tempest Bay, but he is missing on all NA shards.He gives the quest to begin the Song of Dreams saga, so it would be great to see him reappear ASAP.EDIT: Well, never mind this after all.I did find him, but he's not where he used to be.
