The Network Addon Mod, or NAM, is a modification for SimCity 4 Deluxe (or SimCity 4 with the Rush Hour Expansion pack), which adds a myriad of new transport network items, ranging from ground light rail, to fractional-angle roads, to roundabouts, and much more. If you like traffic simulation, sc4 is better. Both have entirely different art styles which are subjective so that depends on your preference.
Since you’ve played sc4 before I’d say just stick with that. If you want to try a newer city sim, then watch or read some reviews on the SC2013 and Cities:Skylines, and pick one of those. Also, be forewarned it's a 32-bit app like the Windows version, and unless Aspyr decides to update it (unlikely), it'll likely be getting delisted from the App Store come June, and may not run once the next macOS after High Sierra/10.13 is released. The App Store change won't affect the Steam version, but the macOS changes may. Aspyr's yet to officially comment on the matter to my knowledge, though they've already discontinued an iOS game in their portfolio due to iOS 11 dropping 32-bit support.The safest bet may actually be to get the Windows version and run it on macOS via WINE/Wineskin (similar to what the Linux users do) or a dual-boot. The game actually works astonishingly well with WINE and its variants, from every report I've heard.
GOG would be my recommendation for picking up the Windows version (though wait for a $4.99 sale).
